Another option would be to look into have LEED or Passive House ready prefab modular kit home delivered instead of doing a site build if you can't find a suitable general contractor. But even more important than the builder would be the designer, to that end I would specifically look for a designer that has experience in Passive House. And if you find a Passive House designer ask them about builders they may recommend, and conversely, if you find a builder you trust ask them if they have recommendations for designers or architects.
